In this section the reader will find all the useful documentation regarding the implementation of the European Economic Area (EEA) Financial Mechanism 2014-2021.
Fundamental legal documents that explain the whole process of the Strategic Planning, the general principles and scope of Bilateral Relationships, Management and Control Systems, the Preparation, Selection and Screening of the Programmes, the selection of Projects, the Information and Communication responsibilities assumed by the POs, the FOs, and so, are uploaded here.
To facilitate browsing, the reader can also find the documents they are interested in in the correspondent section, that is the “Bilateral Fund“, or the “Programmes” sections, on the website.

Strategic Reports
According to the “Regulation” on the implementation of the European Economic Area (EEA) Financial Mechanism 2014-2021” (article 2.6), each National Focal Point submits to the FMC an annual strategic report on its implementation of the EEA Financial Mechanism 2014-2021 (and Norwegian Financial Mechanism 2014-2021) covering all programmes and bilateral activities implemented in the Beneficiary State, except for programmes operated by the FMO, inter-governmental organisations or Donor State entities in accordance with Article 6.13. The Strategic Report forms the basis of discussions at the annual meeting, and is subjected to approval by the FMC.
The Strategic Report is written in English—according to a template provided by the FMC—and submitted to the FMC at least two months before the annual meeting unless otherwise agreed.
The approved Strategic Report is published on the website of the National Focal Point within one month of the approval by the FMC.

The Results Guideline provides National Focal Points, Programme Operators, Donor Programme Partners, Project Promoters, Donor Project Partners and staff of the Financial Mechanism Office (FMO) with the rules and obligations to complement the Regulations, and to assist them with recommendations in designing, implementing and reporting on programmes in the 2014-2021 funding period. |

This document provides guidance for core output and outcome indicators (including Bilateral indicators) for the EEA and Norway Grants 2014-2021. It is intended to support the stakeholders involved in developing or managing EEA or Norway Grants funded Programmes - principally those programmes which are bound by the EEA and Norway Grants Regulations. Stakeholders include National Focal Points (NFP), Programme Operators (POs), Fund Operators (FOs), Project Promoters (PPs), and the Financial Mechanism Office (FMO).
Caveat: This Core Indicator Guidance is closely linked to the established monitoring procedures under the EEA and Norway Grants 2014-2021. It should be read in conjunction with the Regulations on the EEA and Norway Grants, the Results Guideline, and the Results Reporting Guide. The Regulations and the Results Guideline take precedence over this guidance in case of any inconsistencies.

The Results Reporting Guide is designed to guide its readers through the available information for results reporting on the Grants. It provides definitions and explanations for the statistical concepts and terms used for designing, implementing and reporting on programmes under the EEA and Norway Grants 2014–2021. Statistical information is often a basis for analysis and reports on progress and results in programmes and projects. International classifications and definitions, such as from the OECD and Eurostat, have been used as a basis as far as possible.
