FORTIFY Project: Strengthening Greek Systems for the Protection and Prevention of Juvenile Delinquency Among Unaccompanied Minors

The FORTIFY project was designed to strengthen Greece’s institutional capacity in preventing juvenile delinquency among unaccompanied minors (UMs). Through a bilateral collaboration between Greek and Norwegian partners, the project facilitated knowledge exchange and expertise-sharing, ensuring a comprehensive and sustainable approach to crime prevention.

The project focused on four key areas:

  1. Needs Assessment & Mapping: Identifying gaps in current prevention efforts.
  2. Capacity Building: Training Greek frontline professionals through study visits to Norway.
  3. Policy Development: Drafting Standard Operating Procedures (SOPs) for an interdepartmental task force.
  4. Public Awareness & Dissemination: Implementing a communication strategy to ensure long-term engagement and sustainability.

FORTIFY was a collaborative effort among key partners:

  • ZEUXIS, the project coordinator, was responsible for project management, needs assessment, and dissemination activities.
  • NORCAP / NRC, the Norwegian expertise provider, contributed technical expertise and capacity-building activities.
  • The General Secretariat for Vulnerable Persons and Institutional Protection (GSVPIP), under the Ministry of Migration and Asylum in Greece, provided strategic oversight, institutional support, and policy integration.

The project was particularly significant due to the rising incidence of delinquent behavior among unaccompanied minors transitioning into adulthood. Many of these young individuals faced legal and social barriers, including limited access to education, employment, and social services. They often lived in understaffed shelters, resulting in insufficient supervision and an increased risk of exploitation by criminal networks. Additionally, they struggled with mental health challenges, such as unresolved trauma and uncertainty about their future.

FORTIFY aimed to address these challenges by reinforcing prevention mechanisms, equipping professionals with the necessary tools, and integrating best practices. The goal was to establish a sustainable framework for crime prevention among vulnerable youth.

Outcomes of the project included:

  • Enhanced institutional capacity through knowledge-sharing with Norwegian experts.
  • Strengthened preventive mechanisms to reduce crime rates among UMs.
  • Greater social inclusion for at-risk youth through education and professional integration.

The project also contributed to the development of a sustainable national model for juvenile delinquency prevention, which could be scaled up under future EEA-funded programs. By adopting a holistic and proactive approach, FORTIFY laid the groundwork for a safer, more inclusive environment for unaccompanied minors in Greece, ensuring both immediate impact and long-term sustainability.
